Hunger Games Set?

I was in Philly a couple weeks ago with my History class and i saw this street corner in the historical area of Philly and I instantly thought of The Hunger Games. It made me imagine what some of the other district's city hall squares must look like. This one reminded me of what an abandoned area of district three, the electronic district, would look like because of the old electronics being advertized on the corner. It also could have seemed to me to be part of the run down area of the Capitol where the special operation team in Mockingjay take refuge.

It was also a wet and foggy day and that is how i always imagined the weather in the districts because of the sad and crumbling feeling of the society. What do you think?
